An innovative thought leader with more than 25 years of experience with national security strategy and advanced technology solutions. He has a proven ability to apply sophisticated engineering and programmatic approaches to complex technology problems across a wide cross-section of technologies, most notably autonomous systems, artificial intelligence (AI); intelligence, surveillance and reconnaissance (ISR), unmanned aerial vehicles (UAVs); power/energy; hypersonics; and space systems.
A few highlights of his career include being a Director at SRI International where within the AI and autonomy sector and a program manager in the Tactical Technology Office and the Defense Advanced Projects Agency (DARPA) in which he addressed new technology solutions for UAV, hypersonic and space systems. An engineer by training, he holds a doctorate in aerospace engineering and a MA in national security studies.
Beside, his PI activities, he is a senior associate at the Wadhwani Center for AI and Advanced Technologies at the Center for Strategic and International Studies (CSIS) working the intersection of technology, policy, and national security. Previously, he was a Technology Advisor and Adjunct Analyst at the Long-term Strategy Group.
Marcus is a proven leader. His skill guiding people to achieve their best helps solve our nation's most complex, innovative engineering problems.
Marcus has served our nation as an Army soldier, Navy civilian, and defense contractor. He has over two decades of defense and intelligence industry domain expertise, buying and selling for both government agencies and private companies. From start-ups to multi-billion dollar defense companies, he acquired the knowledge of how to scale today's technologies.
He comes to Pulliam Industries with the capacity to help develop and manage complex systems. He specializes in the areas of missile defense, unmanned (air, sea, & land) vehicles, software development, AI/ML operations, and digital engineering.
Marcus holds a B.S. in Aerospace Engineering from West Point, is a DAWIA level III (engineering) acquisition professional, and has credentials from the University of Maryland in Innovation Management. Personally, Marcus is a die-hard Washington DC sports fan and can be found cycling, sailing, and running all over the District.
Patrick is a proven leader with a long history of developing technologies that are put to use in the real world. Starting his career with a doctorate in computer vision, he has leveraged that into a deep understanding of the full system engineering necessary to address the most difficult sensing problems our government faces.
He is a gifted communicator, able to distill complex topics into fundamental terms for customers, managers, and engineers. He is able to leverage his 25 years in the defense industry to combine the strands of contracting, requirements, management, and technical excellence into a successful project.
He has a keen eye for the structure of a project, focusing on key deliverables in order to maximize the efficiency in time and money.
He can get more done with less.
Patrick holds a PhD in Computer Science from University of Maryland plus an SB in Mathematics from the Massachusetts Institute of Technology. He is an avid swimmer who can be found in the pool most days.
Artificial intelligence capabilities were greatly accelerated by applying new machine learning techniques. Dr. Pulliam has successfully experience in creating new concepts and business models for using data sets and machine learning techniques to solve national security problems.
Mr. Jolley has lead AI/ML teams in industry, creating successful products for customers in industry and defense.
Robotics and autonomy are new breakthrough capabilities for the Defense department that will show increasing investment over the next decade. If you are developing new development programs in UxVs, let Pulliam Innovations advice you on the current state of technology, current roadblocks, and what development programs are "sell-able" and where in the national security community.
Pulliam Industries has experienced and expert software development leads who can architect complex software projects and manage their development and operation. Dr. Baker has architected and developed flight-certified software systems for advanced military systems and Mr. Jolley has managed software systems in commercial and government settings.
Having conceived of the DARPA Vulture (5+ year endurance aircraft) and Rapid Eye (deliver a UAV by rocket anywhere in the world) programs and developed another UAV for DARPA while in industry, Dr. Pulliam can provide assistance in design, technology trades, and requirement generation for new UAV efforts.
Dr. Baker is an experienced commercial drone engineer, having provided senior leadership in the capability requirements and software architecture for Prime Air's drone delivery enterprise.
Pulliam Innovations can help in identifying the right sensor system for the mission at hand, the needs and capabilities for product analysis, and develop requirements for each.
Dr. Baker has led the design, development, and software for advanced WAMI and space-base LIDAR systems.
Holding a doctorate in fluid dynamics concentrating on hyperosnic flow and scramjet propulsion, Dr. Pulliam has both research and programmatic experience (DARPA HyFly) in hypersonics systems and vehicles. He also has experience in re-entry systems and flow measurement.
Having led the first international conference on orbital debris remediation and the influential Catch's Mitt report (see publications page), Pulliam Innovations understands the space environment and the threats, both residual debris and active systems, to space systems
Known for his system engineering view on solving technical problems, Pulliam Innovations finds the real problem to be solved quickly and produces a quick analysis that simplifies the path forward and then a plan on how to break that developed systems into sub-components for detailed design work.
Pulliam Industries has experienced and expert software development leads who can architect complex software projects and manage their development and operation.
Dr. Pulliam is well known for developing new concepts to solve national security problems in a wide range of fields by marrying new technologies with an understanding of customer's needs and the future direction of the US military. Pulliam Innovations can work with a client to create a new technical concept and efficiently perform the initial design work to accelerate the solution.
